Government records are public, and meetings of governmental bodies are open. Those are the basic premises behind Wisconsin's public records and open meetings laws. But still, after using those laws and working to enforce them for 25 years, it's a rare day when I'm not talking with reporters, other editors or lawyers about some official in some unit of local government that doesn't quite understand the concept.
