The Employment and Training Administration (ETA) of the Department of Labor (Department) is issuing this notice to announce the 2012 Adverse Effect Wage Rates (AEWRs) for the employment of temporary or seasonal nonimmigrant foreign workers to perform agricultural labor or services (H-2A workers). AEWRs are the minimum wage rates the Department has determined must be offered and paid by employers to H-2A workers and workers in corresponding employment for a particular occupation and area so that the wages of similarly employed U.S. workers will not be adversely affected. 20 CFR 655.100(b). In this notice, the Department announces the AEWRs for 2012.

MILWAUKEE, May 4, 2012 /PRNewswire/ -- ManpowerGroup (NYSE: MAN), the world leader in innovative workforce solutions, encourages business leaders to step up and partner with educators to drive and close the skills mismatch in the United States, as the U.S. Bureau of Labor Statistics today reported that the overall April jobless rate dropped slightly to 8.1 percent from 8.2 percent in March, and that the U.S. private sector added only 115,000 new jobs last month. In April, employment in temporary help services improved over the prior month, edging up by 21,000. Jobs were added in professional and business services, retail trade, and health care. Transportation and warehousing lost jobs from March.

According to the Bureau of Labor Statistics, "In November, employment fell in construction, manufacturing and information, while temporary help services and health care added jobs." According to that BLS report, manufacturing employment fell in November by 41,000 jobs and in the information industries by 17,000 (about half of that in the telecommunications sector.)
