These special conditions are issued for the Agusta S.p.A. (Agusta) Model AW139 and AB139 helicopters. These model helicopters, as modified by Agusta, will have novel or unusual design features associated with installing an optional SAR AFCS. The applicable airworthiness standards do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards the Administrator considers necessary to show a level of safety equivalent to that established by the existing airworthiness standards.

These special conditions amend and supersede those final special conditions No. 29-022-SC, for the ECF model EC225LP helicopter, which were published in the Federal Register on November 6, 2008 (73 FR 65968). A notice proposing this amendment was published December 20, 2010 (75 FR 79312). This amendment modifies the original final special conditions to address comments received and to clarify the intent of some of the requirements. This helicopter, as modified by ECF, will have novel or unusual design features associated with installing an optional SAR AFCS. BLOOMINGTON - Nineteen Central Illinois high school students were recognized during the 12th annual scholarship awards program hosted by the Gen. Joseph Bartholomew Chapter of the Sons of the American Revolution.
The 2010 scholarship winner of $1,000 is Blaise McNeese, a student at Tri-Valley High School in Downs. He plans to attend the U.S. Air Force Academy and study mechanical engineering.

The Department of Transportation is issuing a final rule to amend its regulations to exempt portions of a newly established system of records titled, ``DOT/ALL 23--Information Sharing Environment (ISE) Suspicious Activity Reporting (SAR) Initiative System of Records'' from certain provisions of the Privacy Act. Specifically, the Department exempts portions of the ``DOT/ALL 23--Information Sharing Environment (ISE) Suspicious Activity Reporting (SAR) Initiative System of Records'' from one or more provisions of the Privacy Act because of criminal, civil, and administrative enforcement requirements.
