The way the state Tax Appeals Tribunal has been interpreting provisions of state tax laws on industrial development erodes its goal of fostering economic development, according to two recent decisions by the Appellate Division, Third Department. STANDING on the corner of 5th and Spring this past Wednesday just after noon, a pedestrian world streaming by us from four directions, a motorized one doing the same, I flashed on the fact that there may be no more urban space in the nation right now than Downtown Los Angeles. Not that a similar intersection in New York, or Chicago, or San Francisco wouldn't be as teeming with life. Paris, Moscow, Rome - the same. Here's the difference. As I turned away from my longtime friend Gloria Ohland, the transit advocate, and her friend Russ Brown, who actually lives in the Spring Arcade on a block no one but artists and musicians - and those who live in flophouses - lived on until a few years ago, I understood how different Downtown L.A. is, right here, right now, than any of those world cities.
