With California facing $115 billion in unfunded pension liabilities, Inland Valley legislators want something done about it, but they disagree on steps to sustainability.
Last week's report by the Little Hoover Commission, a bipartisan watchdog group, recommended giving state and local governments the authority to restructure future, unearned retirement benefits for their employees - a right enjoyed by employers in the private sector.

Dozens of retired West Virginia public employees were paid a total of $1.2 million last year, in addition to their pensions, after returning to government work despite a prohibition on such double-dipping, a special report released Tuesday to legislative leaders said. Most of the 35 people identified by auditors acted as contractors, exploiting an apparent loophole in a law meant to bar retirees from receiving pension benefits if they resume public employment and in doing so receive more than $15,000. But the House and Senate leaders who fielded the report did not immediately comment on the audits recommendations: freeze pensions of retiree- contractors, limit their contract pay, or scrap such efforts to deter double-dipping entirely. The Consolidated Public Retirement Board is urging l...

This document contains a proposed rule under title I of the Employee Retirement Income Security Act (ERISA) that, upon adoption, would implement reporting requirements for multiple employer welfare arrangements (MEWAs) and certain other entities that offer or provide health benefits for employees of two or more employers. The proposal amends existing reporting rules to incorporate new provisions enacted as part of the Patient Protection and Affordable Care Act (Affordable Care Act) to more clearly address the reporting obligations of MEWAs that are ERISA plans. This regulation is designed to impose the minimal amount of burden on legally compliant MEWAs and entities claiming exception (ECEs) while implementing the Secretary's authority to take enforcement action against fraudulent or ab...

The New Jersey Turnpike Authority spent $62.6 million last year to police the turnpike and Garden State Parkway -- a 37 percent increase over 2004, when the agency spent $45.4 million for state troopers to patrol the two toll roads, authority data show.
Most of the spending went toward salary, health, retirement and pension benefits for the estimated 415 troopers who patrol the highways, pursuing aggressive drivers, assisting stranded motorists, tracking down toll evaders and arresting people for lewd behavior at rest-stop bathrooms.

They also amend existing Form 5500 annual reporting rules for ERISA-covered plans subject to Form M-1 reporting rules. Elsewhere in this edition of the Federal Register, the Employee Benefits Security Administrati...
