Owners of sites with project-based Section 8 assistance apply for, and receive, rent increases through one of three methods: 1. By applying the annual adjustment factor (AAF) that HUD announced for the Section 8 program for the current year; 2. By applying the operating cost adjustment factor (OCAF) that HUD announced for the Section 8 program for the current year; or 3. By receiving approval for a budget-based rent increase through a HUD field office of a HUD approved contract administrator. HUD approves the contract rent for the units through one of the above methods, and approves a utility allowance for each unit size or type.

The near-capacity audience that filled MPCs Morgan Stock Stage theater last Friday was populated by an uncommon amount of young people. Their energy was evident in the hooting and cheering, the shouting of actors' names as they appeared onstage, and the clapping and call-and -response to the songs of RENT, one of the most phenomenally successful musicals in recent theater.
