The public school divisions are committed to providing a Free Appropriate Public Education (FAPE) to all children found eligible for special education services from ages two through twenty-one (inclusive). Each public school division also has the responsibility to identify, through the Child Find process, children residing in this jurisdiction, who qualify for special education and related services. State Representative Michelle Cook (D-Torrington) who sponsored the bill creating this taskforce said, "We must focus and deliver a better education to the most vulnerable children, those with special education needs.?A The task force was formed to examine relevant state and federal laws on IEPs and propose legislation on such topics as; school personnel training, auditing procedures, and noncompliance by school districts.

The research literature has repeatedly demonstrated that there is an overrepresentation of juveniles with disabilities who are incarcerated in short-term and long-term correctional facilities. Despite these findings, special education programs in many juvenile correctional facilities have been shown to be lacking many of the necessary services mandated by federal law.
