The Assistant Secretary for Special Education and Rehabilitative Services proposes a priority under the Technical Assistance on State Data Collection program. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2012 and later years. We take this action to focus attention on an identified national need to provide technical assistance (TA) to States to improve their capacity to meet the Individuals with Disabilities Education Act (IDEA) data collection, analysis, and reporting requirements. We propose to assist States in developing or enhancing statewide early childhood longitudinal data systems, by which we mean data systems that include child-level data for infants, toddlers, and young children with disabilities (birth through age 5) served through early c...

Determining who is eligible under the Individuals with Disabilities Education Improvement Act (IDEA) has plagued decision-makers for over three decades, leading to both over- and underidentification of eligible children and the disproportionate identification of minority students as disabled. The statutory requirements for finding a child IDEA-eligible appear straightforward: a child must have an enumerated disability that adversely affects educational performance and by reason thereof the child must need special education. Application of these provisions has proven problematic, however, and the authorities are divided as to what constitutes "educational performance," when is it "adversely affected" by the disability, under what circumstances does a child "need" special education and wh...

Knowledge management and intellectual capital, related fields, are both based on the idea that more employee knowhow can contribute to organizational competitiveness. Little empirical work has been done in this area, however, especially regarding large groups of firms and direct comparisons of financial impact. This paper looks at the intellectual capital levels of firms participating in the food services industry, identifying those companies with high levels of IC and those with low levels. We then compare the financial results of the high and low performers. It appears there is a clear and significant difference in financial performance that can be attributed to possessing greater intellectual capital.
