The Assistant Secretary for Special Education and Rehabilitative Services proposes a priority under the Technical Assistance on State Data Collection program. The Assistant Secretary may use this priority for competitions in fiscal year (FY) 2012 and later years. We take this action to focus attention on an identified national need to provide technical assistance (TA) to States to improve their capacity to meet the Individuals with Disabilities Education Act (IDEA) data collection, analysis, and reporting requirements. We propose to assist States in developing or enhancing statewide early childhood longitudinal data systems, by which we mean data systems that include child-level data for infants, toddlers, and young children with disabilities (birth through age 5) served through early c...

[...] the Article emphasizes the importance of clear communication about the role of each person and ultimate loyalty to the identified client, but also advocates for the involvement and empowerment of both parent and child in the representation, wherever possible. Under the IDEA, school districts have an affirmative obligation to identify, locate, and evaluate any students who are suspected of having a disability to determine if they qualify as eligible for special education services under the IDEA.8 A parent or a teacher can refer a child for special education evaluations.9 Parental consent is then required before an educational agency can evaluate a child.10 After the evaluation is completed, a team of individuals, including the parent, convenes to determine whether the student has ...

Maine people without disabilities might not spend much time thinking about those who have Asperger's syndrome, autism or Down syndrome. Part of the reason may be because people with cognitive disabilities have often been segregated, such as in adult activity centers. Though the practice may work for some, providers should not be afraid to think differently and find ways to align a person's skills with a business-related need in the community.
Senate President Justin Alfond, D-Portland, is sponsoring legislation called the Employment First Maine Act, which would require state agencies that are supporting people with disabilities to prioritize helping them find employment. The bill's effect still needs to be studied -- to see how exactly it would affect agencies such as the Bureau of Empl...

The purpose of this paper is to suggest an approach to modifying firm strategy and tactics to cope with the demands of the current economic downturn and resulting challenges to profitability and growth. The approach is, broadly, becoming a focused differentiator, adopting Hersey's Situational leadership Model and adopting a Lean Management philosophy. The target audience for this paper is Small and Medium Sized Enterprises (SMEs) - frequently privately held and often with fewer than 100 employees. These firms, in most cases, do not have sufficient resources to hire traditional management consulting firms but the reality is that what is described herein can be learned and applied at a very low cost. This paper benefits from the work I have done with Jay Arthur (LifeStar) and Warren Mille...
