In an attempt to justify his lust for central government control of the other guy's life, Horner posits that government rules and regulations have made air travel safe. Horner then wanders though a mental snooze to conclude that more regulation of the financial industry will "put a stop to people doing stupid [financial] things that hurt all of us." Air travel is safe because stupid engineering and stupid operation of airliners have immediate and permanent consequences.
