Because ERAC's interpretation of R.C. 3704.01(B) is neither repugnant to the statutory language nor clearly in error, deference is given to its interpretation that concludes emissions from agricultural production activities are exempt from regulation if the parcel of land (1) has established agricultural activities that pre-date nonagricultural activities on adjacent property, and (2) meets the other criteria for exemption in R.C. 3704.01(B).
