In the tax returns Americans finished filing in April 2006, the federal government collected tax on less than 40 percent of personal income. The rest went untaxed, and only a small fraction of that was due to illegal tax evasion. Most income that escaped taxation did so in perfectly legal ways. HALEDON -- All Adam Galluccio wants is to feel like a regular teenager. And on those days when he dons his red and white Falcons jersey and hits the basketball court with his team, that's exactly how he feels.
