• Stars System Rates Sustainability in Transportation Projects

The Sustainable Transportation and Access Rating System was developed by the North American Sustainable Transportation Council, a nonprofit made up of approximately 15 volunteers. The system, which considers the full life cycle of transportation plans and projects, is currently in a pilot stage and is being peer-reviewed by transportation officials across the country. The Santa Cruz County (California) Regional Transportation Commission hired the NASTC to use the new rating system to assess a proposed expansion of state Route 1 and examine how the project could meet goals for mobility, affordability and environmental impact. That has allowed the NASTC to hire a program manager and seven other part-time employees.

The specter of outsourcing jobs at Port Authority of Allegheny County has union leaders wondering about a new top manager as labor negotiations got under way Friday. The transit agency recently hired Pete Behrman as assistant general manager of operations. Behrman helped run the nation's biggest private transit operation in Las Vegas -- Veolia Transportation's contract with the Regional Transportation Commission of Southern Nevada.
