I look at tidal wetlands as about as close to magic as you're ever going to get when you're dealing with sea-level rise," says Will Travis, executive director of the San Francisco Bay Conservation and Development Commission. "All wetlands are wonderful for flood protection. They soak up floodwater and they absorb wave energy. And they actually sequester carbon. The Sustainable Transportation and Access Rating System was developed by the North American Sustainable Transportation Council, a nonprofit made up of approximately 15 volunteers. The system, which considers the full life cycle of transportation plans and projects, is currently in a pilot stage and is being peer-reviewed by transportation officials across the country.
The Santa Cruz County (California) Regional Transportation Commission hired the NASTC to use the new rating system to assess a proposed expansion of state Route 1 and examine how the project could meet goals for mobility, affordability and environmental impact. That has allowed the NASTC to hire a program manager and seven other part-time employees.
