Malloy and John DeStefano Jr. campaigned mere blocks apart in a last push for votes before Tuesday's primary election. Bergen County's towns could consider reorganizing their police departments under a prosecutor's office program announced Wednesday. The program would pay towns to study whether they could save significant taxpayer money by merging, consolidating or sharing police department services with other towns, among the most contentious issues in a county that has long hewn to the idea that a network of small, local police forces is more responsive to residents' needs than regional departments, no matter what the cost.
