  • Tough Choices Ahead for State Leaders WASHINGTON, Oct. 6 /PRNewswire-USNewswire/ -- Residents across five diverse, fiscally stressed states have similar priorities for state government, but their preferences clash with budget reality, according to a new report released by the Pew Center on the States and the Public Policy Institute of California (PPIC). The in-depth report is based on surveys in Arizona, California, Florida, Illinois and New York of public attitudes about the fiscal crisis facing states and what residents think their elected officials should do about it. The analysis shows that policy leaders have much work to do if they want residents to understand the severity of their state's fiscal challenges and support painful decisions that may be required.

  • THE tax-and-spend Sacramento insiders who hunger for more taxpayer cash are having to secure their drool bibs after the release of a poll claiming broad public support for Jerry Brown's proposed tax hikes. The Public Policy Institute of California poll asked: "Governor Brown has proposed a plan to help close the state's budget deficit over the next five years. The plan, which would be put before voters in November, would raise $7billion annually through a temporary four- year half-cent sales tax increase and a temporary five- year income tax increase on those earning more than $250,000. Do you favor or oppose this proposal?

  • It's a message that keeps hitting from all sides. The United States Supreme Court, the governor and now nearly two-thirds of adults in a survey released Wednesday say California ought to cut its corrections and prisons budget. The Supreme Court last month said the state must thin its too- crowded prison population by 33,000 inmates by either releasing nonviolent offenders or transferring them to county jails, or some combination of the two options. In some instances, transfers are doable. There is some room in Los Angeles County jails - some sit nearly empty - but we agree with Sheriff Lee Baca and Gov. Jerry Brown that the money must come with the mandate. As for the survey from the Public Policy Institute of California, 62 percent of adults (70 percent of likely voters) wanted to see ...

  • A new report estimates that California will have a shortage of 1 million college graduates by the year 2025. The report by the Public Policy Institute of California suggests that employers would have to move jobs outside the state to find qualified workers, or bring in employees from out of state to fill positions here.

  • At the same time, it comes as no surprise, that those living closest to pollution sources like congested freeways, refineries and the ports also are the ones most likely to believe regional air pollution is a problem and are more willing than most to support paying for improvements, according to some of California's top policy experts. Such experts include respected pollster Mark Baldassare, president and CEO of the non-partisan Public Policy Institute of California; Alberto Mendoza, president of the Coalition for Clean Air; and Manual Pastor, director of the Program for Environmental and Regional Equity at the University of Southern California. Baldassare's data shows that resident concerns over air quality and air pollution are greatest in Latino and African-American communities. Seve...

  • The study summarized here indicates that civic engagement has declined over the past 20 years. An "engaging" but largely unaddressed question is whether civic engagement has had a significant impact on African Americans whose overall condition is, in important areas, unchanged. We should remain cautious because research studies often are not inclusive and do not focus on issues of particular concern to African Americans. The Public Policy Institute of California's report, "The Ties That Bind: Changing Demographics and Civic Engagement in California," provides a rather comprehensive picture of the relationship between demographic diversity and citizen involvement in civic affairs in California. The study examines the participation rates of various demographic groups across a wide range o...

  • At a meeting of the party's Board of Directors, a resolution was introduced praising Republican state legislators for opposing tax increases - an unmistakable reference to the recent efforts of Schwarzenegger to secure a 14% sales tax increase and the successful thwarting of this by lawmakers of his own party. A just-completed Public Policy Institute of California (PPI) poll showed the initiative, which would negate the state Supreme Court ruling permitting same-sex marriage and define marriage in the state as a union between a man and a woman, was trailing 54% to 40% statewide.
