  • The U.S. Food and Drug Administration (FDA or the Agency) is announcing a public hearing to obtain input on a new paradigm we are considering. Under this paradigm, the Agency would approve certain drugs that would otherwise require a prescription for nonprescription use (also known as over-the-counter or OTC) under conditions of safe use. These conditions of safe use would be specific to the drug product and might require sale in certain pre-defined health care settings, such as a pharmacy. This public hearing is being held to obtain information and comments from the public on the feasibility of this paradigm and its potential benefits and costs.

While many Americans still lack understanding of the role of public charter schools, after hearing them defined three out of four voters (74 percent) favor expanding charter schools, and 62 percent say they support state legislatures lifting legislative caps that curtail charter school growth. • The smarter you are, the less noise you make in every facet of life." This sentence, uttered by Adam Carolla, a man who talks into a microphone for a living, should be enshrined on statues and added to the Book of Proverbs. It is a rebuke to the cultural consensus, which prizes go-getters and noisemakers who go to hellish places and say nothing worth hearing (e.g., "Jersey Shore"). The nonconformists are introverts - "people who find other people tiring," as essayist Jonathan Rauch defined them. They prefer themselves to others (often justifiably) and silence to karaoke (always justifiably). They are the subject of Susan Cain's book "Quiet: The Power of Introverts in a World That Can't Stop Talking. • On May 5 the Legislature will hold a public hearing on LD 1491, "An Act to Strengthen the Laws against Driving under the Influence of Drugs." Any strengthening would come at the expense of ordinary citizens engaged in the benign daily activity of driving after taking their prescription medication. The bill would subject those over age 21 to a license suspension of the same duration as an OUI suspension on an administrative finding that, more likely than not, they drove a motor vehicle with any detectable drugs in their blood or urine. Absence of impairment is no defense, and in the motor vehicle code the term "drugs" is defined to include all prescription drugs.
