THE VIRGINIA General Assembly passed the Public-Private Transportation Act of 1995 to help alleviate traffic congestion, spur economic development and save tax dollars by injecting private- sector capital and management into the design, construction and operation of major infrastructure projects. This remains a laudable goal, especially given the state's inability to find a sufficient revenue stream to finance much- needed bridge, tunnel and highway construction.
