When Cathy Richards ran for the office of public administrator, she knew the task would be daunting, but nobody could anticipate how much.
Nobody seeks the office as a place to kick back and relax. From the example set by her predecessor, Connie Hendren, Richards anticipated hard work and demanding hours. But in the past five years her caseload has doubled and her resources have not. At last report, she and her two deputies handle 424 cases, sometimes having to travel throughout the entire state to meet with clients. She begs for an additional deputy in the 2012 Boone County budget.

No other public office is like that of public administrator. The PA is the official conservator of estates for individuals without other means of support. When a person becomes incapacitated or hopelessly destitute without family or friends to take responsibility, the PA is the official friend and keeper of last resort.
At first it appears the main job is to handle financial affairs, but that is a narrow view. The public administrator also is social worker, legal adviser, nurse and all-around friend when needed.

This largely unknown and unsung county official is the designated helper of last resort for needy people. When a disabled or infirm person with few resources or family help faces the challenges of handling her budget or husbanding her estate resources or getting access to desperately needed health care - or even needing help dealing with law enforcement - the public administrator is on call.
