FEWER of you are buying toys this shopping season due to the recent spate of product-safety scares.
In an online poll conducted Oct. 9-15 of 2,565 adults in the United States, 33 percent of respondents said they will shy away from buying toys this year; 45 percent vowed to avoid toys made in China. That's going to be tough, considering 80 percent of all toys sold in the United States are manufactured in China.

Congress is considering a variety of bills to improve product safety in the wake of recent well-publicized scares involving food, toys, pet food and other products. Initiatives to boost the resources of the Consumer Product Safety Commission (CPSC) and Customs and Border Protection are long overdue. However, under the guise of enhancing consumer safety, some members of Congress are pushing "safety" bills that provide for tax increases, penalties and other changes that punish honest companies by opening the floodgates for baseless lawsuits and hurt the very consumers who need reasonable, workable protection.

The Consumer Product Safety Commission (``CPSC,'' ``Commission,'' or ``we'') is issuing a final rule that establishes protocols and standards with respect to certification and continued testing for children's products. The final rule also establishes requirements for labeling of consumer products to show that the product complies with the certification requirements under section 14(a) of the Consumer Product Safety Act (``CPSA''). The final rule implements section 14(a)(2) and (i) of the CPSA, as amended by section 102(b) of the Consumer Product Safety Improvement Act of 2008 (``CPSIA'').
