Politicizing a proclamation
In response to your editorial July 14, I offer another opinion. Instead of agitating for a proclamation from city government about not tolerating hate crimes, why don't the GLBT activists lead an effort to spread the word that Colorado Springs is not hostile to gays. There is ample evidence for such a campaign which, if spearheaded by GLBTs themslves, would have much greater credibility and effect.

A proposed City Council proclamation in support of PrideFest is kaput.
Council President Scott Hente and President Pro Tem Jan Martin polled their colleagues and found they didn't have enough votes to pass a proclamation in support of the annual celebration for the gay, lesbian, bisexual and transgender community.

Colorado Springs Mayor Steve Bach appeared before the City Council on Tuesday to read aloud a proclamation he had signed declaring Aug. 7-13 to be "Everybody Welcome: A Celebration of Culture and Diversity Week.
The 32-line proclamation, in support of the Colorado Springs Diversity Forum and its fifth annual festival, begins, "Whereas, the mission of the Colorado Springs Diversity Forum is to connect, include and engage to achieve our vision of Everybody Welcome..."

Presidential Proclamation 8039 of July 27, 2006, implemented the United States-Bahrain Free Trade Agreement (USBFTA). Scholars in recent years have been interested in the use of presidential proclamations, but the scope and implications of their use have yet to be fully examined. Specifically, the Antiquities Act of 1906 granted the president broad discretionary authority to proclaim national monuments.
