Facilitators frequently act 'in the moment' - deciding if, when and how to intervene into group process discussions. This paper offers a unique look at how facilitators impacted eleven primary care teams engaged in a 12-week quality improvement (QI) process. Participating in a federally funded QI trial, primary care practices in New Jersey and Pennsylvania formed practice-based teams comprised of physicians, nurses, administrative staff, and patients. External facilitators met with each team to help them identify and implement changes aimed at improving the organization, work relationships, office functions, and patient care. Audio-recordings of the meetings and descriptive field notes were collected. These qualitative data provided information on how facilitators acted 'in the moment' ...
The five NPT nuclear-weapon states have not used the year since the Prague speech to send clear signals about a decreasing role for nuclear weapons, and the cases of Iran and North Korea are poisoning the preconference atmosphere. The goals and promises that secured the indefinite extension of the treaty in 1995 have been broken, delayed, or unfulfilled: a fissile material cutoff treaty (FMCT), the CTBT, the disarmament objectives, and the Middle East agreement.1 Similarly, after 2000 all these and many additional agreements were left hanging: the diminishing role of nuclear weapons, their operational status, tactical nuclear weapons, the Conference on Disarmament (CD) process.
Based on surveys of members of the National Association of Forensic Economics (NAFE), the predominant method for calculating worklife expectancy involves the use of Markov process statistical worklife expectancy tables, with the LPE method as a distant second, use of a fixed retirement date as a close third, and with median or mean years to final labor force separation a distant fourth. However, no paper has specifically addressed the reasons why the majority of forensic economists (or at least a majority of those completing NAFE surveys) apparently feel that statistical worklife tables compiled by standard Markov process models are superior to calculations based on the LPE version of Markov process models. A statement arguing that the LPE method is superior to standard statistical work...
In order to drive process improvement, Toyota uses A3 reports as a tool to identify and solve problems. A3 reports are usually written on paper size 11 inches by 17 inches and are enriched with visuals such as pictures, diagrams, and charts to improve communication. To date, the author has found no study explaining how to implement A3 reports in manufacturing operations. The purpose of this exploratory study is to show how A3 reports were implemented in a successful process improvement project in aircraft maintenance and repair operations. In doing so, he shows a systematic approach, improvement event, and the process used to implement and document A3 reports. The duration of an improvement event is generally four weeks and has four distinct phases: 1) preparation and training; 2) proce...
Portland lawyer Jon Gale periodically serves as "lawyer of the day" in district court, representing defendants in arraignments. The defendants have already had their bail set by one of the state's bail commissioners, independent contractors whose position was created by the Legislature 128 years ago.
The Farm Service Agency (FSA) proposes to amend the disaster designation regulations with simplified procedures for designating USDA Secretarial disaster areas. Proposed changes to the regulation would delegate the designation authority to FSA State officials, remove the requirement that a request for designation of a disaster area be initiated and submitted by a State Governor or Indian Tribal Council to the Secretary, add a simplified disaster designation in severe drought situations, and change the USDA Secretarial from six steps to two steps for natural disasters, including special provisions for certain drought situations. FSA proposes to move the regulations to the same chapter of the Code of Federal Regulations (CFR) as the FSA Emergency Loan (EM) Pro...
Under the U.S. Customs and Border Protection (CBP) regulations, imported merchandise may be transported in-bond. This process allows imported merchandise to be entered at one U.S. port of entry without appraisement or payment of duties and transported by a bonded carrier to another U.S. port of entry provided all statutory and regulatory conditions are met. At the destination port, the merchandise is officially entered into the commerce of the United States and duties paid, or, the merchandise is exported. CBP is proposing various changes to the in-bond regulations to enhance CBP's ability to regulate and track in-bond merchandise and to ensure that the in-bond merchandise is properly entered and duties are paid or that the in-bond merchandise is exported. Among other things, the propos...
