The great cops I worked with in my career may not have been the best report writers, the best communicators (in either oral or written word), maybe didn't always follow the letter of policy and procedure, and certainly didn't always have the best interpersonal skills, but they were great cops because of their common sense. Police policy and procedure manuals are also impacted by national or state accreditation in addition to civil service or collective bargaining agreements.

The U.S. Department of Energy (DOE) proposed to amend its energy conservation standards for several classes of commercial heating, air-conditioning, and water-heating equipment and to adopt new energy conservation standards for computer room air conditioners in a January 2012 notice of proposed rulemaking (January 2012 NOPR). Charles Penzone's mother begged him to be a dentist, and while he may not have followed that particular career path, he did take another piece of his parents' advice to heart: "You are only as good as the people with whom you surround yourself" The president and founder of Powell, Ohio-based Charles Penzone Inc. says those words weren't meant to be business advice, but they stuck with him through the years. There is a certain amount of risk involved in empowering employees, but Penzone says his team members are welcome to refer to the company's well-established policy and procedure manuals, as well as its group of highly skilled managers.

Accrediting organizations seem to change their standards yearly, with each adjustment requiring multiple changes to policy and procedure manuals. Gathering the information, writing the material, making changes or modifications you suggest-for these tasks are you billed, not for time shooting the breeze with coworkers, for sick time, or for office romances. The Bottom Line A good freelancer can help you project the image you want to prospective and established clients, state/federal agencies, accreditation organizations, and others.

Yet in most behavioral healthcare agencies best practices are detailed in policy/ procedure manuals gathering dust on shelves. [...] flow graphs do have a predictive capability, as Admiral Hyman Rickover and others at the DuPont Company separately discovered in the early 1950s (i.e., the critical path method).

[Adubato]: I first want to emphasize that standard operating procedure and employee manuals are fine, but too often they are filled with useless information and reams of data that have little to do with the person's job and what is expected of them. I recommend, instead, developing a more streamlined written manual that has basic office policies, functions of equipment, important phone numbers, vacation policies, etc.
