Turkey transformed the public procurement procedures in year 2002 by two laws; Public Procurement Law and Public Procurement Contracts Law. This situation brought about challenges for the stakeholders from both the public sector and private sector. This paper presents an analysis of the new public procurement procedures to understand the path from the determination of the need to the signing of the contract as well as several special provisions for consultancy services, complaint reviews and statistics of the last two years.

Thirty-seven people want to be a circuit judge in St. Louis County.
Judge James R. Hartenbach retired earlier this year; lawyers and associate circuit judges alike are vying for his vacant seat. According to the 21st Judicial Circuit Commission, which selects three nominees for judgeships in the county, the 37 applicants represent the following demographic groups: 13 women, 24 men, six minorities, 31 nonminorities, 16 private sector employees and 21 public sector employees. The applicants' mean age is 52.

New Jersey added 18,300 jobs in the past two months, according to the monthly jobs report released Thursday, providing a welcome burst of job creation after two months of losses.
The state added 4,600 jobs in March, with 3,600 in the private sector and 1,000 in the public sector, the Department of Labor and Workforce Development said.
