There is no question that Arizona is in need of money. There is also no doubt that the state will need more roads as its population grows. Rep. Andy Biggs is hoping that a new law to allow private toll roads will help Arizona meet both needs.
Among the myriad bills signed by Gov. Jan Brewer earlier in the month was H2396, Biggs' bill on public-private partnerships, or P3s, for private toll roads. The bill allows the Arizona Department of Transportation to enter into agreements with private companies to build new pay-for-use highways, which advocates say will help ease the strain on the state's roads, free up state money and generate revenue that could help Arizona close future budget gaps.

Sheriff Greg Solano released new information Friday concerning his department's ongoing investigation into allegations of fraud and theft in the Santa Fe County Public Works department.
Solano confirmed in an e-mail that county crews and equipment have been used to pave (or cover with millings) at least six private roads in the northern part of the county.

The school board for Windham and Raymond decided Wednesday to move forward with a proposal to prohibit bus drivers from picking up students who live on private roads.
Under the proposal, parents who live on private roads would have to take their children to designated bus stops along major roads. Those stops would be determined by Michael Kelly, transportation director for Regional School Unit 14.

Partnerships with private firms could help Pennsylvania fix more crumbling roads and bridges or expand congested highways, but allowing such arrangements won't solve the state's transportation funding crisis, a policy expert says.
The partnerships might account for 10 to 15 percent of the problem. This is not the panacea," said Gregory G. Grasa, a policy analyst for the House Transportation Committee's Republican caucus.
