As the large chain supermarkets face the ever-growing number of super Wal-Marts and the competitive landscape of retail drug chains continues to evolve, asset-based lenders have seen an increased reliance on the collateral value of prescription files (scripts). A prescription file consists of an electronic record, created when a registered pharmacist fills a pharmaceutical prescription on behalf of a patient. Core components for determining prescription file value include the following: 1. competition, 2. store-by-store competitor analysis, 3. key financial metrics, 4. total pharmacy sales, 5. total scripts dispensed TTM or last 6 weeks (annualized), and 6. customer retention rate (zip code analysis of consumer). The Medicare Modernization Act of 2003 ("MMA") provided a new prescription drug benefit for millions of Americans who receive healthcare through Medicare. However, for those individuals who qualify for both Medicare and Medicaid, "dual eligibles," the change has proved harmful. Prior to the MMA, states provided prescription drug benefits to their dual eligibles through Medicaid. The MMA prohibited states from providing this coverage by mandating that dual eligibles' prescription drug benefits would solely be provided through Medicare. Neither the dual eligibles nor the states are receiving the benefits promised. This final rule with comment period revises the Medicare Advantage (MA) program (Part C) regulations and prescription drug benefit program (Part D) regulations to implement new statutory requirements; strengthen beneficiary protections; exclude plan participants that perform poorly; improve program efficiencies; and clarify program requirements. It also responds to public comments regarding the long-term care facility conditions of participation pertaining to pharmacy services.

Although the problem of prescription drug abuse has endured for well over two centuries, research into the abuse and diversion of these drugs has been relatively recent. The first general population survey to document the abuse of prescription medications occurred in 1970, and subsequent studies demonstrated that the abuse and diversion of amphetamines, opioids, and sedatives has continued to be widespread. During the 1980s and much of the 1990s, prescription drug abuse took a back seat to other more pressing concerns: ifreebasei and powder cocaine, the cocaine wars, crack and sex-for-crack exchanges, rising rates of drug-related street crime, and HIV/AIDS among injection and non-injection drug users. DOVER-FOXCROFT, Maine - The dour economy and the high unemployment rate in Piscataquis and Washington counties have pushed the rural areas to the top of the state list for street sales of both prescription and illegal drugs, say law enforcement and medical officials.
Deaths and near-deaths from unintentional drug overdoses, either the misuse of prescription drugs or a combination of prescription drugs and illicit drugs, are of great concern in both counties.
