NEW YORK, Aug. 25 /PRNewswire/ -- James W. Giddens, the Trustee for the $110 billion liquidation of Lehman Brothers Inc. (LBI) under the Securities Investor Protection Act (SIPA), today issued his Preliminary Investigation Report on the failure of LBI and recommendations for protecting customers in broker-dealer liquidations.

Here's a prediction that East Haven Mayor April Capone should heed if she wants to avoid a long, costly and probably losing legal battle. Although there is no question that there are serious administrative lapses within the East Haven Police Department -- confirmed by the both the U.S. Justice Department and a national, police consulting firm -- Leonard Gallo, the chief, will keep his job. Capone suspended Gallo with pay in April 2010 after the Justice Department released a preliminary report as part of an investigation of charges of racial profiling and brutality by East Haven police officers.
The police board, appointed by the mayor, has now referred Gallo to the mayor for an administrative hearing that could lead to "possible discipline, up to and including termination.

COLUMBIA - South Carolina ethics officials contend the state House chamber could receive a preliminary report on their investigation into Gov. Mark Sanford's travels regardless of whether he waived confidentiality rights.
The state Ethics Commission argued in papers filed Friday with the state Supreme Court that the law allows it to forward evidence of a violation to prosecutors, and that does not make the report public.

DUBAI, United Arab Emirates - Pilots on board a UPS cargo plane faced radio problems and smoke in the cockpit as they struggled to maintain altitude before crashing into the desert outside Dubai last week, investigators said Sunday.
What exactly caused Friday's crash remains under investigation. The UAE's General Civil Aviation Authority said in a preliminary report the Boeing 747-400's two-man crew was trying to return to Dubai's main airport - the Middle East's busiest - when the plane went down. Both crew members were killed.
