PERMANENT SECRETARY in the Ministry of Transport and Works, Dr Alwyh Hayles, was unable to explain why money from the Port Authority of Jamaica's pension fund was used to purchase a ministerial residence for Transport Minister Mike Henry.
More than a week ago, a trustee of one of the country's largest pension schemes told The Weekly Gleaner that, on the face of it, the use of the Port Authority fund's monies appeared to be "most inappropriate".
Hayles revealed that the property previously owned by Jamaica Omnibus Service, which was acquired by the Port Authority of Jamaica Pension Fund, would be sold to the Port Authority.

In that regard, Mr [Bruce Golding], as he started to do in his recent broadcast, must speak to Jamaicans with frankness about the problem, eschewing that desire of politicians to sugar-coat things. He must set the agenda and ensure that everyone stays on message. A communication czar is critical. This, of course, may mean gagging the saccharine-encrusted Edmund Bartlett, the tourism minister, and Audley Shaw, the finance minister.
Mr Golding should also realign ministerial portfolios to create a 'war Cabinet' that is tightly focused on the crisis. A small group of ministers should have responsibility to follow up policy implementation. Some should be sent to the backbenches, political consequences notwithstanding.

Last week, Mr. Peart and JLP leader Bruce Golding, squared off as the Government argued its censure motion against North Central St. Andrew MP, Karl Samuda. Government members claim Mr. Samuda misled the House when he said Port Authority of Jamaica chairman Noel Hylton had submitted a report to Cabinet on the controversial Sandals Whitehouse hotel project.
Mr. Golding said Parliament's Privileges Committee had no authority to penalise Mr. Samuda, since he was already censured on October 3. Initially, Mr. Peart challenged Mr. Golding's argument that the matter be referred to the House of Representatives for clarification.

The Montego Bay entrepreneur, heir to the former Barnett Estates sugar plantation, who diversified the family business into non-traditional export crops and real estate development, said his Barnett Limited will be forking out $180 million to develop infrastructure for the new offshore business park and has signed up his first client, a company now operating in the Port Authority of Jamaica-managed Montego Free Zone. THE PORT Authority of Jamaica has accepted a Cabinet proposal to reduce the US$5 cess on imported cement, clearing the way for players in the industry to import 60,000 tonnes of the product to ease the current shortage affecting the construction sector.

THE PORT Authority of Jamaica (PAJ) has shut down negotiations with a United Statesbased outfit, Maritime Development Group (MDG), for the lease of the government's [Errol Flynn] Marina in Portland, without giving reasons for pulling back from a deal that the potential leasees felt was heading towards finalisation.
I don't understand it, I really do not," said Jamaican attorney Duane Thomas, who represented MGD in the near yearlong negotiations with the PAJ.
MDG officials have questioned whether it was [Rique Ford]'s criticism of the long time it had taken to negotiate a lease and the bureaucratic impediments encountered by the company that led to the PAJ's decision.
