Port Authority of Allegheny County CEO Steve Bland's phone will ring at 8 this morning. Amalgamated Transit Union Local 85 President Patrick McMahon said he'll be on the other end of the line, seeking to resume talks to address some of the Port Authority's short- and long-term financial problems.
The cash-strapped Port Authority of Allegheny County will shell out $39.2 million to cover a risky financial bet it made seven years ago. The payment will cover fees required to get out of an interest- rate swap agreement with financial management company Merrill Lynch. It will raise the authority's average debt payment to $22 million a year, up from $19.7 million annually, according to the authority.
Violence, harassment and threatening behavior on Port Authority of Allegheny County vehicles and property rose 15 percent last year while the rate of other crimes fell, agency police say. Overall, it was a better year," Port Authority police Chief Steve McCauley said. He attributed a lower overall crime rate to police stepping up enforcement in about a half-dozen areas where the majority of incidents occur.
Port Authority of Allegheny County today postponed a scheduled vote on extensive service and job cuts, which a spokesman said would prevent the proposed cuts from taking effect until at least March. Proposed fare increases still would take effect in January.

The infusion of cash won't stave off proposed 35 percent service cuts, an authority spokesman said. The money can't be put toward operational costs.

There's really too much uncertainty right now with state funding for transportation to move ahead with premium fares at this time," said spokesman Jim Ritchie. Single-trip fares on express routes are $2.75, and base fares for the T range from $2 to $2.75 outside Downtown.
