The new government initiative will pay families for every new child and deposit money into the newborn's bank account until they reach 18, effectively rolling back years of efforts to boost the economy by reducing the country's once runaway population growth.

  • In this Article I examine “medical tourism”—the travel of patients who are residents of one country to another country for medical treatment—which is fast becoming a multi-billion dollar industry. To date, the primary U.S. medical tourists appear to have been uninsured or underinsured Americans seeking substantial cost savings by traveling to less developed countries for care. More recently, state governments, self-insured firms, Fortune 500 companies, and domestic insurers have begun attempts to get their insured populations to use medical tourism as well by requiring it or giving incentives for its use (what I call “insurer-prompted medical tourism”). • It has been estimated that the world's current population of 5.9 billion people will probably increase to 9.4 billion by 2050. Although the net increase will likely be accounted for by the developing world, no country will be spared from the effects of population growth. Population policies targeting three areas can counter the threat of unabated population growth. These are policies involving family planning, the desire of those who want large families and population momentum.

  • West Virginias jails and prisons are so full that some inmates are sleeping on the floor, and the states inmate population is expected to grow substantially through the end of the decade. Officials dont believe building more prisons will solve the problem. Instead, they want a new approach to corrections and rehabilitation. Were at a crisis, were at a critical stage. We cant understate that, said state Military Affairs and Public Safety Secretary Joe Thornton. We have no vacancy. And that means some inmates at the states 10 regional jails are sleeping on the floor. There are still a handful of inmates that dont have a bunk, Deputy Secretary Joe DeLong said.
