  • In the Netherlands, small amounts of cannabis can be lawfully sold to consumers in so-called coffee shops. Many communities in the country do not have coffee shops, and users under 18 years of age are not allowed to enter coffee shops. A field sample of 773 current cannabis users were interviewed in seven Dutch cities, two without any coffee shop, five varying in coffee shop density. The vast majority (n = 665; 86.0%) buy their own cannabis, and more than 70% of the cannabis is bought in licensed coffee shops. In logistic regression analyses, three variables were significantly and independently associated with buying from unlicensed suppliers: coffee shop density, age, and sex. With higher coffee shop density it was less likely to buy outside of coffee shops. Under-age buyers were more ...

  • We compare samples of textiles and garments producers across groups of countries to find that, in general, productivity is far lower in Sub-Saharan Africa than it is in India. Indian manufacturers in turn are significantly less productive than their counterparts in Morocco, while producers in some SSA countries do match or exceed the Indian standard. The paper assesses the importance of geography as a possible factor in these gaps compared to such possible causes as trade policy and the quality of public institutions. It turns out that both institutions and trade policy are strong influences on country productivity averages. However, geography is also as powerful an influence in as far as it affects access to export markets and to input supplies.

  • We, the U.S. Fish and Wildlife Service (Service), propose to reclassify the broad-snouted caiman in Argentina from endangered to threatened in the List of Endangered and Threatened Wildlife under the Endangered Species Act of 1973, as amended (ESA or Act). As part of this proposed rule, we would establish two distinct population segments (DPSs) of the broad-snouted caiman (Caiman latirostris): a DPS in Argentina and a DPS that would encompass Bolivia, Brazil, Paraguay, and Uruguay. This second DPS would remain listed as endangered under the Act. We are proposing this action under the Act based on the best available data indicating that the Argentine population of the broad- snouted caiman no longer meets the definition of endangered under the Act. Intense management of the species in Ar...

  • This article considers the relationship of national political systems, freedom and individual rights, with the spatial distribution of population. It is hypothesized that nations lacking sufficient levels of political freedoms and rights will have high percentages of population clustered in their principal urban agglomerations, where the majority of national investments are concentrated; as it is in these cities where quality-of-life access opportunities will be most abundant. This study employs multivariate OLS regression analysis to measure correlations between political systems, political rights and civil liberties with compiled population data from 89 countries and territories. Findings show the hypothesis to have merit and offer contribution to international development planning di...
