  • The following briefs were presented in a workshop on "Political Succession in the Middle East" at the annual meeting of the American Political Science...

  • FOR the second time in six months, West Virginia has shown to the nation that it does not have a clear political will. I'm talking not about political courage to get something done, but rather about having clear language of political succession - a full answer to "what if" questions about filling an empty government post. We would fire a lawyer who allowed ambiguity in a person's will, so why do we tolerate ambiguity in a state's procedure to deal with death or retirement of its top public officials?

  • I'm not big on bloodlines. I have a dog that is a mixed shepherd and Rottweiler. I can't trace his bloodline, and it doesn't detract from his household dog duties (lay around the house and scare the cable guy). I don't know how many Daley's we have in public office, and how many generations are getting paid by the public-cither through public salaries or public sector contracts. Let's just say it is a sizeable number. Richard M. did not succeed Richard J. (there were a few mayors in between, including one female and two Blacks), but no one doubts that Richie Daley ran more on his name than his qualifications. None of that compares to l'affair de [Emil Jones Jr.]. Rather than trust the voters to elect the best possible candidate, Emil Jones Jr. decided that he would announce that he want...

  • While noted by historians chiefly for his management of foreign relations, Palmerston served as secretary at war (sort of deputy secretary of war), secretary of state for war, home secretary, secretary of state for foreign affairs, and twice prime minister. His public career bridged George Canning and Benjamin Disraeli, the regency of George IV and the flowering of the empire under Queen Victoria. It was chiefly in his time that Britain became the most stable and influential power in Europe while standing clear of the political tremors shaking the rest of Europe. Under his purview came crises over succession to the throne of Spain, the union of Italy and its independence from Austria, the 1848 revolutions on the continent, war with China, the Indian Mutiny of 1857 and the transfer of In...

  • The cohesion in Syria between the military power and the Sunni urban bourgeoisie is becoming threatened because of a difference in interests. Popular opinion holds that the elite are being undermined. They are being attacked because of economic liberalization that has weakened the previous political structure and the Alawi military elite.

  • It is a story of honor and patriotism that explores the succession of political power and the fear and uncertainty associated with it. It could be the story of the tussle between Barack Obama and John McCain, which will play out in a public spectacle this fall. But it's not.

  • IF ONLY Dina Matos had married Rob Andrews instead of Jim McGreevey. As the messy divorce trial of the even messier McGreeveys continues to unfold, it is clear that if the former governor had taken a page from his fellow Democrat, Rep. Andrews, he wouldn't be in court today. Andrews, who hopes to send incumbent Sen. Frank Lautenberg packing in Tuesday's primary, named his wife, Camille, as the placeholder candidate for his congressional seat.

  • Unfortunately, Latin American countries have notoriously weak party systems. [...] voters often have few tools at their disposal to punish and reward incumbents other than the threat or benefit of re-election. In both countries, however, presidential succession between individuals, even of the same party, paralleled a gradual change in political reform. [...] the vigorous, even acrimonious, debate within the ruling parties demonstrated the vulnerabilities of the ruling party and provided important opportunities for the opposition in the general elections.

  • Never before has the West Virginia Legislature entered a session like the one that began this week. The death of legendary U.S. Sen. Robert C. Byrd and the move to Washington by former Gov. Joe Manchin as his successor exposed confusion in state laws regarding political succession. Nobody yet knows how current events will play out. The state Supreme Court is deciding whether to follow existing laws, and let Senate President Earl Ray Tomblin serve as acting governor until 2012 - or whether to follow democratic principles and mandate a quicker election.

  • For more than three years, Lebanon has been beset by a succession of political assassinations and disquieting public protests. Little is known about the views of the youth, roughly half the country's population, who have witnessed the enthusiasm and sense of national consciousness sparked by the Cedar Revolution of 2005. This article focuses on the narrative texts of returnee students at the American University of Beirut, exploring their hopes and disappointments. Such trenchant voices should be incorporated into the shaping of the public discourse and reconciliation currently underway.
