The Appraisal Subcommittee (ASC) of the Federal Financial Institutions Examination Council requested public comment on a proposal to revise its Policy Statements \1\ providing guidance to ensure State appraiser regulatory programs (Programs) \2\ comply with Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989, as amended (Title XI).\3\ Comments were received from 29 individuals, companies and State entities. The ASC has considered comments received in adopting the revised Policy Statements as set forth in this notice. The (hereinafter referred to as the ``policy'') establishes standards for improved consultation with federally-recognized Indian Tribes to the extent that no conflict exists with applicable federal laws or regulations. The policy applies to any Department action that affects federally- recognized Indian tribes and requires that the Department's government- to-government consultation involve appropriate Tribal and Departmental Officials.
