KINSHASA, Congo -- Incumbent President Joseph Kabila was declared the winner Wednesday of Congo's tense runoff election, defeating his rival and ex-rebel leader, Jean-Pierre Bemba, in the country's first multiparty contest in more than four decades.
Kabila won with about 58 percent of the vote, compared with nearly 42 percent for Bemba, said Apollinaire Malu Malu, chairman of the Independent Electoral Commission.

This year's multi-party elections were a first for Congo. After the results were announced, [Joseph Kabila] appeared on television, introducing himself as "the president of all" Congolese, and asking his fellow citizens to "remain united and to live in fraternity and tolerance." Yet [Jean-Pierre Bemba] accused his adversary of an electoral hold up saying he "could not accept these results that are far from reflecting the truth of the ballot boxes.

Troops loyal to the two fought Monday around [Jean-Pierre Bemba]'s house in the northeastern Gombe district of Kinshasa. Bemba's political party said [Joseph Kabila]'s guards attacked the house, drawing return fire from Bemba's guards. Bemba's helicopter caught fire inside the compound.
The envoys evacuated from Bemba's residence included the head of the U.N.'s 17,500-troop peacekeeping mission, William Swing, and diplomats from the United States, France, China and other countries. U.N. spokesman Jean-Tobias Okala said 150 U.N. troops in 20 armored personnel took the diplomats from Bemba's home hours after they arrived for a meeting.

For years, Col. Siatilo Ngizo was a soldier in Congo's eastern battlefields, serving in a rebel army that tried--and failed--to seize Kinshasa, the capital.
Things are moving very, very slowly," said Ngizo, the defense minister's adviser on military affairs. "People are resisting change.
"Not long ago, it wasn't possible to think that we could all sit together in the same government. We've made a great step," said Sesanga Hipungu, chief of staff for Jean-Pierre Bemba, a vice president and one-time rebel leader. "But there is a long way to go."

Kabila won 45 percent of the 16.9 million votes cast in the July 30 ballot, and Jean-Pierre Bemba won 20 percent, Electoral Commission Chairman Apollinaire Malu Malu said at a news conference. The other votes were shared by 31 candidates.

KINSHASA, Congo (AP) - Battles between forces loyal to President Joseph Kabila and those of his main campaign rival raged for second day Monday, and U.N. peacekeepers safely evacuated foreign diplomats who had been trapped inside the challenger's besieged home when gunfire broke out.
The fighting in the Central African nation came after election officials announced Sunday that President Joseph Kabila had failed to win an outright majority in Congo's first balloting in more than four decades and would face former rebel leader Jean-Pierre Bemba in a second round in October.
