It will be very interesting to learn what disciplinary actions are undertaken by FBI Director Robert Mueller regarding the "undisclosed number of FBI agents" alleged to have cheated on an important mandatory test ("FBI admits cheating on tests," July 29 and TribLIVE.com).
If anyone (including high-ranking elected officials or other prominent individuals) even inadvertently makes a simple mistake in responding to a question from an FBI agent, that person will likely be charged with perjury or other crimes and prosecuted. But when an FBI agent commits an illegal act, it is quite rare for the omnipotent, omniscient FBI to file any formal charges against that agent.

Leak investigations waste the time of prosecutors, entangle public servants and news organizations in numbing legal process, and harm the very relationships between government officials and journalists that must exist in confidence for the public to stay informed. Hence, Special Counsel Patrick Fitzgerald's inquiry into the disclosure of Plame's CIA service wound up indicting Vice President Cheney's chief of staff Lewis "Scooter" Libby not under the grandiosely-named-bu-essentially-useless Intelligence Identities Protection Act of 1982, but on obstruction and perjury charges, a sign that this investigation became about justifying its own existence.

A judge this morning arraigned Pittsburgh City Councilwoman Twanda Carlisle on charges she diverted more than $43,000 in city money through consultants and into her personal and campaign bank accounts.
The Allegheny County District Attorney's office charged Carlisle with three counts each of theft by deception and criminal conspiracy, six counts of violating the state's ethics act, and five misdemeanor counts of perjury.
