This paper evaluates an Air Force performance-based service contract against the contracts that were prescriptive in the past. Department of Defense mandated that all service contracts be performance-based by 2005. The goal of the paper is to determine whether this contract, after becoming performance-based, is achieving greater cost savings and better outcomes for government, contractor, and taxpayers. The paper assesses the contract performance standards and how they are measured. The authors analyze the language of the Statement of Work (SOW) before and after it became performance-based. The contractor's performance is evaluated. Positive incentives are identified and described. Finally, the paper addresses risk assessment issues.

Seven Milford teachers earned their profession's top recognition this year by achieving National Board Certification, the National Board for Professional Teaching Standards announced this week. The rigorous, performance-based assessment requires teachers to demonstrate how their activities, inside and outside the classroom, improve student achievement. A combination of written and computer- based exams are given, and a comprehensive portfolio, prepared by the teacher over the entire assessment process, is submitted. The process can take from one to three years to complete.

The report, presented to the City Council on Aug. 31, offers a glimpse at what PFM consultant Chris Pencikowski called a performance-based assessment of city services. He said the number of deaths in New Orleans rose 25 percent in 2008, while calls for emergency medical service topped 11,000 in the first quarter of 2009.
