HOUSTON - Pinch-runner Josh Harrison scored on a passed ball for the first of Pittsburgh's three runs in the 11th and rookie Alex Presley drove in his third run of the game later in the inning to lead the Pirates to a 7-5 win over the mistake-prone Houston Astros on Sunday. Brandon Wood doubled to start the 10th and was replaced by Harrison. Xavier Paul reached on an error when Houston closer Mark Melancon (5-3) couldn't handle his dribbler that sent Harrison to third.
For most voters, weighing the merits of the proposed tax cap on the November ballot is an exercise in trying to foresee the future. But residents of Saco, a city that experimented with a short-lived tax cap decades ago, may be more inclined to look to the past. Saco passed a citywide property tax cap in 1979. Like the referendum proposed by Carol Palesky, the measure limited property taxes to 1 percent of assessed valuation and allowed for no more than 2 percent annual growth.
Watching and listening to our elected congressmen and senators stumble toward the latest deadline for addressing the debt limit crisis by rhetorically scratching and clawing at each other is at best annoying and at worse numbing. That "crisis," like previous crises generated by the same issue and similar circumstances, was created by previous Congresses unnecessarily (unless you believe political and legislative posturing is necessary), by repeatedly voting to limit by statute the level of our federal government's debt to less than the amount required to operate the government as mandated by the laws that -- you guessed it -- were passed by Congresses past and present.
By most measures, California's Legislature performed dismally this past session. It passed a budget a record 100 days late, and grossly underestimated the fiscal crisis - a situation so severe that lawmakers returned to the Capitol earlier this month for a special session to grapple with a $6.1 billion deficit.
