In Sub-Saharan Africa, timely and reliable access to life saving HIV/AIDS drugs and related commodities by millions of African people living with HIV/AIDS is severely undermined by healthcare supply chain inefficiencies. In response to improve the management of healthcare supply chain and ensure patients' timely access to antiretroviral (ARV) drugs and antiretroviral therapy (ART), the so-called new Partnership for HIV/AIDS Supply Chain Management (NPHASCM) was initiated. The IRS allows individuals to create a Family Limited Partnership (FLP) to eliminate or decrease the estate and gift taxes while allowing the individual to control the assets. However, there are challenges to an FLP if the rules are not followed. Disadvantages of an FLP are failure to fund the FLP, failure to involve "business" assets only, liability of a parent as the general partner, limit creditor's access to the FLP's assets, and limit the percentage of the assets placed in the FLP.

Efforts have expanded to create AIDS prevention programs for drug users that consider the social context and interpersonal relationships within which risky practices take place. The Risk Avoidance Partnership (RAP) project is designed to train active drug users as peer/public health advocates (PHAs) to bring a structured, peer-led intervention into the sites where they and their drug-using social networks use illicit drugs. The RAP peer health advocacy training curriculum and peer-led intervention promote harm reduction among drug users and support drug-user organization to reduce infectious disease and other harm in the context of injection drug use, crack cocaine use, and sexual activity. This document contains final regulations relating to the application of section 108(e)(8) of the Internal Revenue Code (Code) to partnerships and their partners. These regulations provide guidance regarding the determination of discharge of indebtedness income of a partnership that transfers a partnership interest to a creditor in satisfaction of the partnership's indebtedness. The final regulations also address the application of section 721 to a contribution of a partnership's recourse or nonrecourse indebtedness by a creditor to the partnership in exchange for a capital or profits interest in the partnership. The Natural Resources Conservation Service (NRCS) announces the availability of financial assistance funds in fiscal year (FY) 2012 for up to $11.74 million in the Cooperative Conservation Partnership Initiative (CCPI) and up to $25 million in the Wetlands Reserve Enhancement Program (WREP) through MRBI. These funding levels are available for new MRBI proposals only. However, CCPI and WREP will not be the only funding mechanisms for MRBI in FY 2012. The Chief of NRCS reserves discretion in utilizing other NRCS conservation program funds and mechanisms in support of the objectives of MRBI.
