  • The U.S. Agency for International Development (USAID) is implementing a pilot for a Partner Vetting System for USAID assistance and acquisition awards. The purpose of the Partner Vetting System is to help ensure that USAID funds and other resources do not inadvertently benefit individuals or entities that are terrorists, supporters of terrorists or affiliated with terrorists, while also minimizing the impact on USAID programs and its implementing partners. • The purpose of this article is to describe mortality of women from intimate partner violence (IPV) in South Africa using a retrospective national study in a proportionate random sample of 25 mortuaries. Homicides identified from mortuary, autopsy, and police records. There were 3,797 female homicides, of which 50.3% were from IPV. The mortality rate from IPV was 8.8 per 100,000 women. Mortality from IPV were elevated among those 14 to 44 years and women of color. Blunt force injuries were more common, while strangulation or asphyxiation were less common. The national IPV mortality rate was more than twice that found in the United States. The study highlights the value of collecting reliable data across the globe to develop interventions for advocacy of which gender equity is critical.

  • This article outlines a rationale for investigating the individual (one-on-one) treatment format and individualized (case-tailored) services for partner abuse perpetrators. Many state standards caution against or prohibit individual services in abuser intervention. However, initial research indicates that motivational interviewing, conducted individually, can increase abusive clients' engagement in the change process. Challenges of using the group format in treatment development are discussed along with potential benefits of individual treatment for this population. Notably, individual treatment can be adapted to the client's stage of change, can address a range of presenting concerns (such as substance abuse and mood disorders) that may influence outcome, and can be used to focus clini...

  • President Franklin Delano Roosevelt The United States faces a "diverse set of security challenges"1 and a "wider range of adversaries" than any time in recent history.2 The international environment is characterized by significant instability, insecurity, and uncertainty and America faces substantial strategic challenges as it attempts to maintain an effective international presence in such an environment while facing mounting resource constraints. [...] American leaders must balance national desires, responsibilities, and ideals to meet America's strategic ends while harmonizing the ways and means at their disposal.

  • This study examined partner violence and perceived family functioning among a sample of 298 male veterans and their female partners. Partner violent men were higher than partner violent women on measures of partner violence severity, although differences did not reach statistical significance. Among couples experiencing unidirectional violence, female victims of partner violence reported significantly poorer family functioning than male victims of partner violence. Data appear to suggest that the effects of male-perpetrated partner violence on perceived family functioning may be larger than that of female-perpetrated partner violence. This study examined partner violence and perceived family functioning among a sample of 298 male veterans and their female partners. Partner violent men ...

This study attempts to explore the relationship of inter-partner credible threat and the survival of IJVs in China. • Most U.S. intimate partner violence (IPV) research to date has been limited to women residing in urban areas, with the small body of research focusing on rural populations being primarily qualitative. In this case-control study of Southern rural women, while many factors are consistent with those found in urban settings, unlike findings elsewhere, IPV risk appears to increase with age, and race showed no increased risk. Furthermore, in rural areas where guns are more acceptable than in other parts of the United States, partners of IPV victims are considerably more likely to carry weapons than partners of nonabused women. Given the geographic limitations to police and medical response to severe IPV in a rural setting, an improved understanding of IPV risk among this population can aid he...

  • Unfortunately, the Council on Foreign Relations (CFR) seems to have lowered its standards. One need only read CFR fellow Joel Hirst's astonishing smear of Colombia in a recent article in The Washington Times ("Deal struck to break logjam to Colombia free- trade pact," Economy, Thursday). Mr. Hirst called the recent U.S.-Colombia free-trade pact agreement "a shame," effectively slamming Colombia in an area - extradition - in which Colombia is, in fact, a model U.S. treaty partner. If all U.S. extradition partners were as energetic as Colombia, fugitives truly would have nowhere to hide.
