A 21-year-old state ethics rule barring West Virginia elected officials and public employees from accepting free admission to health clubs and exercise centers could be revised soon. The Ethics Commission on Thursday debated, but did not vote on, a request from a state agency attorney seeking an exception to the health club ban for those traveling on government business.
City Council hopeful Michael Fletcher will not be a candidate in the March 22 general election in Kansas City, the Missouri Court of Appeals Western District said on Monday shortly after hearing oral arguments. The appeal's resolution came just before a noon deadline the local election authorities asked the court to meet for ballot printing and other schedules leading up to the contest.

The assignee of a security interest in a motor vehicle had standing to set aside the automatic stay in the borrower's bankruptcy case, even though the assignment hadn't been recorded in accordance with applicable state law, the 6th Circuit Bankruptcy Appellate Panel has ruled in reversing judgment. An affiliate of Wells Fargo Bank transferred to the bank its security interest in a motor vehicle purchased by the debtor. Wells Fargo did not record the assignment of the debtor's note and security interest, nor did it note the assignment on the vehicle's certificate of title.
In New Jersey's second legal decision in a week dealing with the use of advanced technology to track people, a state appeals court yesterday said it's not an invasion of privacy if police use a cellphone signal to find a suspect. Last week, a separate appeals panel ruled that suspicious spouses could place GPS units in the family car to track the whereabouts of husbands and wives who may be cheating on them. Both decisions are unusual because New Jersey courts have rarely ruled on privacy concerns raised when law enforcement officers and private investigators use the latest technology.

BREWER Medical marijuana patients no longer will have to register with the state to use the drug legally when several amendments to the states medical marijuana statute become law later this year. The change is just one of several that will go into effect under LD 1296, An Act to Amend the Maine Medical Use of Marijuana Act To Protect Patient Privacy, which was signed on June 24 by Gov. Paul LePage.
COLUMBUS -- Republican statewide candidates lost Thursday at the Ohio Elections Commission in decisions made against John Kasich, Jon Husted and Josh Mandel. The commission's probable cause panel found that print and TV ads for state Sen. Husted, R-Kettering, contained false statements about Maryellen O'Shaughnessy, his Democratic opponent in the secretary of state race, commission Executive Director Phil Richter said.
A special committee said federal regulators have made positive changes, but they also need to create new rules that anticipate market problems to avoid another disruption like the May 6, 2010, plunge that rocked investor confidence. The joint advisory committee of the Securities and Exchange Commission and the Commodity Futures Trading Commission recommended, in a report Friday, that the SEC consider new incentives or rules that would restrain market strategies commonly used by high-speed trading firms.
