WASHINGTON, Jan. 17 /U.S. Newswire/ -- The National Democratic Institute (NDI) and The Carter Center today announced their multinational delegation to observe the January 25 Palestinian Legislative Council elections. The 80-member delegation, organized by NDI in partnership with The Carter Center, is being co-led by former U.S. President Jimmy Carter, former Swedish Prime Minister Carl Bildt, former Albanian President Rexhep Meidani, and former Spanish Foreign Minister and current member of the Spanish Parliament, Ana Palacio. The delegation includes elected officials, electoral and human rights experts, regional specialists, and political and civic leaders from North America, the Middle East, Europe, Africa and Asia.

The PA has been dictating the imams' speeches for about a year but Friday's controversial sermon followed an attack on Abbas by the Egyptian-born but Qatarbased Sheikh Youseff ElQaradawi who is sympathetic to Hamas.

Hamas security forces raided the residence of the Hilles clan, the Fatah-linked group in control of the Shejaia suburb of Gaza City, resulting in the deaths of seven clan members and two Hamas policemen and the injury of almost 100 before the clan members surrendered. Such views are now creeping into the Palestinian solidarity movement. MADRE, an "international women's human rights organization," presents one example. In the wake of the HAMAS election victory and takeover of Gaza from U.S.-and Israeli-backed Fatah warlords, MADRE declared that the challenge for Palestine solidarity activists is "how do we support the people of Palestine without endorsing the HAMAS leadership?" Calling for what it terms "strategic solidarity" as opposed to "reflexive solidarity," MADRE defines HAMAS as a "repressive" movement "driven by militarism and nationalism," which "aims to institutionalize reactionary ideas about gender and sexuality," while using "religion as a smoke-screen to pursue its agenda.

Palestine goes to the polls this week. According to the UN, there are 3.8 million Palestinians, and those eligible to vote will elect 132 members to the Palestinian Legislative Council. Fatah and Hamas are the main contenders in the first parliamentary elections since 1996.

Robert Novak's assertion that Hamas seeks peace with Israel and a two-state solution is belied by recent statements made by the leaders who govern and make decisions on behalf of Hamas. Hamas is a terrorist organization that is committed to the violent destruction of Israel and rejects any negotiation or agreement with Israel. Contrary to Novak's selection of quotations, official Hamas statements and those with authority within Hamas demonstrate the true nature of the organization's objectives.
An official Hamas statement called upon all Palestinians to "use all possible means of resistance" against Israel, and a committee of the Palestinian Legislative Council suggested "further kidnappings of Zionist soldiers as a solution to end the (Palestinian) prisoners' suffering.

The speaker of the Palestinian Authority's parliament, who was arrested two weeks ago by the Israel Defense Forces, (I.D.F) also refused to acknowledge the authority of the Military Court to judge him. Obviously the two latest detainees, whose arrest was deemed by Israel to be the appropriate solution to its shortcomings in releasing kidnapped soldier Gilad Shalit, will make the same declaration. Nasser Al-Shaer, the Palestinian education minister and deputy prime minister, and Mahmoud Ramahi, chief whip of the Palestinian Legislative Council, were arrested on Saturday and Sunday. Incidentally, the Palestinians have lately ceased using the verb "arrested" in regards to the arrests of Palestinians by Israeli soldiers. Instead they use the verb "abducted.
