Citywide union contract negotiations are winding down with the latest Common Council approval of another pact: a four-year deal with wage freezes followed by increases for the union that represents 87 workers, a mix of clerical staff and other city employees. Members of the Civil Service Employees Association will vote on the terms next week, said Mayor Robert Ortt, who was pleased with the terms settled on with the negotiating team.

It has been a while since I have written a political response, but when I read "Fatah and Hamas pact ends rift" and the immediate opposition by Western nations (Israel included), I was baffled. If Western nations preach democracy, why can't this pact between two rivals be considered such?

AUGUSTA The installation of natural gas lines and a separate renewable fuel project involving wood are part of a New Hampshire- based investors plans to buy and run the two Katahdin region paper mills, Gov. Paul LePages office said Tuesday. Cate Street Capital of Portsmouth, N.H., which describes itself as a national leader in developing green energy companies, signed an asset purchase agreement on Tuesday for the Millinocket and East Millinocket mills for an undisclosed price. The closure of the deal could come as early as mid-September, state officials said.

WASHINGTON - Despite skepticism from Republican opponents who worry that the U.S. is deliberately fraying its nuclear advantage, the Obama administration considers a new arms control pact with Russia a disarmament bargain. The agreement is more important for the diplomatic bargain it seals with a restive Russia than the limits it places on weapons that neither side was likely to use - treaty or no treaty.

The city's months-long bitter arbitration battle with school custodians ended with a new award that cuts the work force by a third, saves the city $4 million a year and avoids much-dreaded total privatization of school cleaning services. The city has been locked in arbitration with the American Federation of State, County and Municipal Employees, Local 287, over a contract to replace the pact that expired in 2009. The city has pushed for full privatization of services, and had lined up a vendor to provide staff to clean the schools. The union fought passionately against privatization, which would have left more than 150 custodians jobless.

A new contract with one of the town's unions makes the most significant pension, retirement and workers' compensation changes a bargaining unit has seen in years and could set a new standard for negotiations. Human Resources Director Mitchell Goldblatt said the 13-member Guilford Supervisor's Association is the first union to consider and agree to such terms, which are expected to save the town money in the long run. The group has approved the three-year pact, and the Board of Selectmen ratified it earlier this month.
