This notice announces the availability of the Final Environmental Assessment (EA) on the application from PacifiCorp Energy (PacifiCorp or applicant) for an Incidental Take Permit (ITP) and Habitat Conservation Plan (HCP) for take of a threatened species in accordance with the Endangered Species Act of 1973, as amended (ESA). NMFS and PacifiCorp have also developed an implementing agreement (IA) which details how NMFS and PacifiCorp will work together to implement the HCP. The state's utility watchdog group has sided with PacifiCorp, saying a 2003 holiday snowstorm that disrupted power to 190,000 Wasatch Front residents should be classified as a "major event. The major event recommendation by the Committee of Consumer Services, which still must be approved by the Utah Public Service Commission, would relieve the utility from reporting the outages in network performance reviews and exempt the company from customer guarantee payments.
PacifiCorp On Wednesday, PacifiCorp will use dynamite to finish a 12-by18- foot tunnel through the 99-year-old Condit Dam on the White Salmon River a few miles from the Columbia River Gorge. The dam is about 65 miles east of Vancouver.
The power of money To the editor -- In the Christmas Day issue of the Yakima Herald- Republic (Section B) was an item stating that Warren Buffett has taken over PacifiCorp for $9.4 billion. The article mentioned some considerations for Oregon customers, but there was no mention of Washington customers.
MidAmerican Energy Holdings Co. will beef up PacifiCorp's corporate and senior management positions in Utah, as well as invest $5 billion in a six-state Western region, if regulators sign off on MidAmerican's $9.4 billion purchase of the power company. On Friday, MidAmerican filed a 528-page application to state regulators for approval of the deal. PacifiCorp, which operates in Utah as Utah Power and is internationally owned by Scottish Power, has asked that regulators in the six states in which it operates issue an order on the application by Feb. 28, 2006.
