THIRTY-three years after seven South Pacific leaders gathered in Wellington to establish what has become the Pacific Islands Forum, 15 leaders will meet tomorrow to scrutinise a new blueprint for the organisation.
Their meeting -- at the governor-general's Auckland residence -- will be one of the more significant in the forum's history.
