The neoliberal theory of economic development which ascribes development solely to the presence of competition and free markets is questioned. The success of East Asian and European economies is attributed to a combination of competition, cooperation and the establishment of institutions aimed at promoting economic development. The structuralist versus the neoliberal approaches to development were discussed. Structuralists believe that state regulation results in beneficial outcomes while neoliberals believe that state actions generally result in negative outcomes.

The 29th annual Richard S. Caliguiri City of Pittsburgh Great Race was Sunday. There were 7,381 particpants in the 10K, 5K and wheelchair events. Ricky Moore, 25, of Wheeling W.Va. won the 10K men's division with a time of 30 minutes and 51 seconds. In the women's division, Olga Romanova, 26, of Germantown, Md., defended her title with a time of 34:20. Ian Rice, 31, of Pittsburgh was the only partipant in the 10K wheelchair event. His time was 32:26.
