It's August and it's still hot. Lawmakers hammered out the deal before the impending-doom deadline. Did those news items surprise you? Me neither.
But a quick perusal of the week's news proved a lot more interesting. In Louisiana, for example, Edwin Edwards, who spent 16 years as governor and, more recently, eight years in the federal pokey, announced his engagement. The 83-year-old, twice-divorced great-grandfather will marry his prison pen pal, Trina Grimes Scott, who was recently described by the New Orleans Times-Picayune thusly: "She is a buxom blonde from Alexandria, a Republican in her early 30s, whose likes include Willie Nelson, the Real Housewives of Atlanta, and traveling with her sweetheart." IT WAS A DOG'S LIFE: You could argue that 2009 was the Year of the Tiger: the greatest golfer in the world used up the whole year, between being named Athlete of the Decade by The Associated Press and Playa of the Decade by everyone else.
But that's all HUGE news. We spend our life out of the big type and muddle around in the fringes during the course of the year. We can't name one - not one! - of Tiger Woods' mistresses or dalliances, to say nothing of the nasty business of international wars, global warming or the language in health care bills.

Government records are public, and meetings of governmental bodies are open. Those are the basic premises behind Wisconsin's public records and open meetings laws.
But still, after using those laws and working to enforce them for 25 years, it's a rare day when I'm not talking with reporters, other editors or lawyers about some official in some unit of local government that doesn't quite understand the concept.
