The defendant had previously admitted to steering prospective tenants on the basis of race and had lost his real estate broker's license. He then began working as a housing information vendor, compiling information from classifieds and advertising his services to help prospective tenants find rooms. A deaf man called the agency through a relay service operator and was told that the company didn't service the disabled. When he called back, the employee swore at him.
