Fort Lee-based On Track Innovations Ltd., which provides smart card solutions for homeland security, payments and petroleum bills, was chosen by prepaid card processing company Heartland Payment Systems to provide universities, students and merchants with contactless payments by cellphone. The financial terms were not disclosed. Heartland has completed the first full deployment at Slippery Rock University in Slippery Rock, Pa.
