FOUR MONTHS ago, city inspectors searched for 20 minutes before locating any security guards at The District, a private dorm built to house about 930 Old Dominion University students.
Calls from worried parents described lax security, frequent fire alarms and assaults in the building, located in an area that had seen several armed robberies and drug deals. Inspectors saw unauthorized people entering the building, encountered residents selling tickets to parties inside apartments and found malfunctioning fire alarms.
