In an interview, Ron Bartels of Eagle Consulting LLC, talked about himself and his career in oil field. According to Bartels, he was born in Iowa in 1940. His dad was a heavy equipment operator for the Army Engineers. Sports were his life back then and he really enjoyed it. He also did some hunting and fishing. In April 1960, Conoco expanded and he got a job working at Grand Isle on the shore base. He received another raise to $2.57 per hour with 10 cents extra for evenings and 20 cents extra for night shifts. In 1962, he met his wife, Jackie and they were married. In 1969, he was promoted to foreman, which meant a salary of $529 per month. On Jan 15, 1981, Bartels and his business partner Mike Jeansonne started their own company. Motivated by an oilfield services industry case study, we investigate the dynamic behavior of customized service supply chains by developing a two-stage serial staffing model. Each stage holds no finished goods inventory, but rather only backlogs that can be managed by adjusting staffing levels. We develop optimal control policies to balance backlog costs against hiring and firing personnel costs-assuming shared backlog information-under both centralized and decentralized control. We examine when there is sufficient economic incentive for two completely decentralized stages to begin: (1) to share backlog information without centralizing control, or (2) to completely centralize control.
