COLUMBUS -- Ohio's unemployment rate dipped slightly in September to 10 percent, down from 10.1 percent in August, marking the sixth straight month of downward movement, the Ohio Department of Job and Family Services reported on Friday.
The rate hasn't been this low since April 2009 but it also marked the 18th straight month of double-digit unemployment.

We are precluded from assessing witness credibility as that is the function of the hearing officer.

DAYTON -- Ohio is a national leader in unemployment insurance program integrity, according to the U.S. Department of Labor. For the quarter ending March 31, Ohio ranked fourth nationally in establishing proper unemployment insurance payments.
The Labor Department requires states to review 480 randomly selected unemployment claims each quarter, said Angela Terez a spokeswoman for the Ohio Department of Job and Family Services. "Among other things, they verify claimants' weekly eligibility and make sure they were, in fact, actively seeking work," she said.
